Navigating the Reconciliation Process for Electric Co-ops and Munis

June 3, 2025

Join us for a discussion on the current status of the reconciliation bill in Congress, with a focus on the key legislative proposal from the House of Representatives and ongoing developments in the Senate that may change the final bill. With significant implications for electric cooperatives and municipal utilities, as well as other grant recipients, we will have a discussion on how the proposed changes could reshape project eligibility and timelines for federal tax credits and infrastructure funding.

Key topics that we will discuss include:

  1. A new 60-day requirement to begin eligible projects
  2. A proposed shift in defining project eligibility from commencement of construction to placement in service
  3. Updates related to Foreign Entities of Concern (FEOC) and implications for compliance
  4. Impacts on large electric infrastructure grants and pending clean energy initiatives

Our policy experts and industry stakeholders will provide analysis on what these provisions could mean for current and future projects, identify practical action items, and offer insight on what kinds of policy fixes and messaging strategies are most likely to succeed in today’s legislative climate.

Speakers:

Elizabeth K. Whitney: Managing Principal – Meguire Whitney

Evan Jurkovich: Senior Manager, Energy Policy and Federal Affairs – Tri-State Generation and Transmission Association

Catharine Ransom, Partner, FGS Global
